Unlike the 190, the 491 requires you to be currently employed in skilled work for a regional Victoria employer - this is mandatory for nomination, not optional. If you are not already working in regional Victoria (Geelong, Ballarat, Bendigo or similar), you are not eligible for Victorian 491 nomination from an onshore position. The January 2026 round issued approximately 80% of invitations to onshore applicants already living and working in Victoria. Offshore applicants are eligible but face significantly more competition. Additionally, the national 491 allocation was reduced 23% in 2025-26, making competition tighter than in prior years. What You Need to Qualify

Both federal and Victorian requirements must be satisfied. The 491 has stricter employment conditions than the 190.

IELTS 6.0 all bands or equivalent - Proficient (7.0) and Superior (8.0) earn additional points

Positive skills assessment - mandatory

Required for all 491 applicants. ACS, AMI, Engineers Australia, or the relevant authority. Minimum 12 weeks validity at nomination application stage.

Minimum 65 points (including nomination)

Base score of 50 before nomination is the theoretical minimum - in practice 70+ base is needed to be competitive

The federal Skilled Occupations List applies

Victorian Requirements - Critical Differences from 190

Employment in regional Victoria - mandatory

You must be currently employed in skilled work for an employer physically located in regional Victoria. Virtual offices and Melbourne-based employers do not qualify.

Annual earnings claim - required

You must provide an estimate of your annual earnings in your ROI. This is a key selection factor.

Residing in regional Victoria (if onshore)

ROIs from applicants in Melbourne or other states are generally not selected. Offshore applicants are eligible but face more competition.

Commit to 3 years in regional Victoria

After grant, you must live and work in a designated regional area for at least 3 years to qualify for the 191 PR visa.

Subclass 191 - Permanent Residence (Regional)

The 191 visa is available to 491 visa holders who have met the regional residence and work requirements. It grants permanent residency with no state restriction - once the 191 is granted, you are free to live and work anywhere in Australia.

Three things must be satisfied over the 3-year period:

3 years of residency in a designated regional area. You must be physically based in the region - not commuting from Melbourne.

3 years of work in the regional area. Your occupation does not need to match your nominated occupation.
